Holly Dowling became the principal of Bailey's Upper ES in May 2024 after serving as the assistant principal at Braddock Elementary in Fairfax County Public Schools. 

Dowling previously served as a teacher, instructional coach, and assistant principal at Mount Vernon Community School in Alexandria Public Schools. She started as a teacher in District of Columbia Public Schools, and has taught first, third, fourth, and fifth grades.
